The Trust was formed in 1991, generated by a concern for the future of the old Wesleyan chapel graveyard in Lowertown. A property developer was proposing to turn the burial ground into a car park for a housing scheme, but some Oxenhope people were able to buy it and the Lowertown Old Burial Ground Trust, was formed. The six founding Trustees were all descendants of people buried there.

Since then there have been working parties to cut down trees damaging the gravestones, graves and walls have been repaired, an iron gate provided, bulbs planted and a hedge formed along one of the boundaries. Gravestones that had been covered up were revealed and illegible inscriptions brushed clean.

In 1998 the Baptist burial ground at Horkinstone was offered for sale and subsequently bought by the Trust which then changed its name to The Oxenhope Old Burial Grounds Trust. The aims of the Trust are to preserve and maintain for the benefit of the public the burial grounds at Leeming and Horkinstone.
